The SEN Public Health Management Institute is focused on improving health outcomes and quality of life for individuals with special educational needs (SEN) through leadership, research, and strategic action in public health. The institute develops programs, policies, and initiatives that address the unique health challenges faced by SEN populations, promoting wellness, prevention, and accessible healthcare solutions. By combining public health principles with specialized education expertise, the institute advocates for inclusive practices that ensure no individual is left behind. It collaborates with healthcare providers, educators, policymakers, and community organizations to create comprehensive approaches to health management. Through research, training, and outreach, the SEN Public Health Management Institute equips professionals with the tools needed to champion equity and drive meaningful, systemic change. Aligned with CESC’s mission, the institute works to build healthier, more inclusive communities where individuals with special needs can thrive.

Department Chair
Dr. Brigette Hinds, DrPH, EdS, MA
Dr. Brigette Hinds, DrPH, EdS, MA is a public health educator, academic leader, and advocate for inclusive education. She holds a Doctorate in Public Health Education (DrPH) from Loma Linda University and advanced degrees in Educational Administration and Leadership (MA, EdS) from Andrews University.
Dr. Hinds founded the Charlotte Educational Services Consortium (CESC) in 2013 to provide consultancy services addressing global social issues, with a strong emphasis on disability advocacy. Through partnerships with policymakers, academic institutions, and international organizations, she has championed awareness and solutions for persons with disabilities. She also collaborated with Andrews University, Loma Linda University, and Link2Learn to develop a professional diploma in special education tailored to Caribbean needs.
Returning to CESC, Dr. Hinds now leads the SEN Public Health Management Institute, driving forward initiatives that integrate public health principles into special education services and community development.
