The CESC Regional Virtual Diagnostic Center (CRVDC)

The CESC Regional Diagnostic Center (CRVDC) is the flagship research institute of the Charlotte Education Services Consortium (CESC). Established to provide the clinical aspect of our education program, it serves the Caribbean region with distinction in the virtual space.   

The CESC Diagnosticians are a cadre of professionals who deliver clinical services using the Q-Global and Q-Interactive technologies. These technologies field hundreds of psycho-educational tests and subtests that guarantee a high level of accuracy in identifying exceptionalities, spectrum disorders, disabilities, and developmental delays.  The family is given the opportunity to participate in The Team Approach©—the CESC model of diagnosis and treatment.  

The CESC Therapists work closely with the CESC Diagnosticians and the Family.   

The Jamaica Union of Seventh-day Adventists has led the region in the launch of the CRVDC. Their five conferences field personnel trained in special education life coaching. These life coaches are custodians of care and support through specialized technical equipment in designated locations.

Dr. Franka Atwell-Chin Hong, EdS, PhD, NCSP

Dr. Franka Atwell-Chin Hong is a school psychologist with over 29 years of experience in education. She began her career as a modern foreign languages teacher in Trinidad & Tobago before transitioning into school counseling and later private psychological practice, offering consultations and psychoeducational evaluations. During the COVID-19 pandemic, she expanded her work into virtual assessments and now operates effectively in both in-person and online formats.

Currently, Franka trains school counselors in the MSc Counselling Psychology program at the University of the Southern Caribbean and works as a school psychologist in a Midwest U.S. district where half the student population are immigrants. She enjoys one-on-one work with students and supports families, educators, and administrators across both special and general education settings.

 

Her professional and research interests include autism spectrum disorders, mathematics anxiety, teacher training, culturally and linguistically diverse populations, and mentorship. Franka is a Nationally Certified School Psychologist (NCSP) and a member of the National Association of School Psychologists (NASP).
