The SEN Law Department

Protecting Rights, Promoting Inclusion, Empowering Futures!

The SEN Law Department is committed to protecting and advancing the rights of individuals with special educational needs (SEN). Through legal advocacy, education, and consultation, the department ensures that learners and their families understand and exercise their rights within educational, healthcare, and community settings. Services include guidance on special education law, disability rights, accessibility standards, and support in navigating complex legal processes such as Individualized Education Plans (IEPs) and accommodations. By working closely with families, educators, and institutions, the SEN Law Department promotes equity, inclusion, and accountability. It empowers parents and guardians to advocate effectively while helping schools and organizations meet legal obligations with integrity and compassion. Aligned with CESC’s mission, the department is dedicated to creating a just and inclusive society where every learner’s voice is heard, their needs are met, and their potential is fully realized.

Department Chair

Dr. Sylvan Lashley, B.Ed, MA, MBA, MEL, EdD, JD

Dr. Sylvan A. Lashley, JD, EdD, MEL, MBA, MA is a seasoned educator, legal scholar, and visionary leader with a distinguished career spanning K–16 education, nonprofit leadership, and strategic development. He currently serves as CEO/President of Strategic Advent Leadership Christian Academy (SALCA), Inc., and pastors a church in rural Georgia focused on developing digital disciples.

Dr. Lashley holds advanced degrees in History, Marketing, Education Law, Higher Education Leadership, and a Juris Doctorate. Throughout his career, he has taught Special Education Law and K–12 Education Law at institutions including Andrews University, Northeastern University, and the University of the Virgin Islands.

A former college president, academic dean, and school superintendent, Dr. Lashley is renowned for his expertise in governance, leadership development, and strategic growth. At CESC, he leads the SEN Law Department, championing a future-focused, legally informed approach to inclusive education and advocacy
