The SEN Interventionist—School Psychologist Department is dedicated to supporting the academic, social, emotional, and behavioral development of students with special educational needs (SEN). Through comprehensive assessments, individualized intervention planning, and ongoing counseling, school psychologists help identify barriers to learning and implement strategies that promote success and wellbeing. Working collaboratively with educators, families, and multidisciplinary teams, the department ensures that each learner receives targeted support tailored to their unique needs. From addressing emotional and behavioral challenges to fostering resilience, social skills, and positive mental health, the SEN Interventionist—School Psychologist Department plays a crucial role in creating safe, supportive, and inclusive learning environments. Department Chair
Dr. Victoria Patricia Josephine Elder, EdS, PhD, NCSP
Dr. Victoria Patricia Josephine Elder, EdS, PhD, NCSP is a distinguished educator, school psychologist, and advocate for individuals with special needs. A native of Point Fortin, Trinidad and Tobago, she holds a PhD in School Psychology and an Educational Specialist (EdS) degree from Andrews University, as well as a Master of Arts in Educational and Developmental Psychology. She also earned Bachelor’s degrees in Elementary Education and Musical Arts (Special Honors) from the University of the Southern Caribbean and the University of the West Indies, respectively.
Dr. Elder’s career spans teaching across all educational levels in Trinidad and Tobago, serving in leadership roles within the Ministry of Education, and providing specialized psychological services in the U.S. Her expertise includes psychoeducational assessments, curriculum development, and parent support for children with Autism Spectrum Disorder.
At CESC, Dr. Elder leads the SEN Interventionist—School Psychologist platform, committed to empowering individuals with special needs to reach their fullest potential.
